Normal services are those for which there is sufficient time to mobilise efficiently and to be able to effect a balanced workload.

Support or representation is needed immediately anywhere in the World. The metaphor is a ‘parachute drop’ on behalf of multinational clients or their consultants / constructors. Need a construction professional in Paris, Hong Kong, San Francisco by Monday, but nobody available. Might involve strategic / feasibility studies. It could be just a reconnaissance trip – to see if there is a real project or not. Develop an opportunity by performing whatever is needed. Control a situation before it becomes a disaster. Prepare the scope of services required before the ‘ground troops’ arrive – establish a ‘beachhead’.
Does not necessarily have to be at project inception e.g. a project is perceived to be out of control but before a full-blown audit team can be assembled and dispatched – send in TACA
Project Teams these days are spread very thin so that when the unexpected does arise it places a great burden on the team.
In construction the unexpected happens regularly – it is good to be able to plug the gap. Also as clients want ever faster reaction from consultants / constructors I can be on the ground in ‘business development’ situations while the permanent team is being assembled. Look at TACA as a way to ‘outsource’ that extra resource to perform an assessment, prepare or resist a claim or simply to free up members of the project team to take care of some unexpected event.
